I’m using the Holmes Basic rules for magic item creation for all of this. As a level 2 Half-Elf (in OSE half-elves are elves who level up faster in exchange for using the cleric’s slower spell progression) she can cast 1st level magic-user spells. She’s not gaining experience and won’t ever be able to cast higher level spells, but she can expand her repertoire with the rules for magical research. Even with just healing potions and scrolls of Light, however, she’s kept up a tidy business. The biggest barrier so far has been that her customers can’t afford her services as often as they’d like!
In a recent session one of Eveningstar’s NPC adventuring parties found a Scroll of Summoning that none of them could use, which Elfarran was subsequently able to buy cheaply. That scroll would probably have sat unused at the bottom of somebody’s inventory otherwise, proving the utility of having a local magic item shop.

Elfarran spends 100 gp to make the item, invests 100 gp into expanding her stock, and makes 50 gp in profit. When she has 1,000 gp banked she researches another 1st level Magic-User spell to improve her inventory.
Goals
1) Market research suggests that Sleep is likely to sell well amongst her adventuring customers, and may have some mundane utility helping sick townsfolk to rest.
2) Arrange a spell trade for Dancing Lights with Eldred the Enchanter. Displays of magical lights are popular in Eveningstar, and the new spell would alloy her to do more active entertainments than the temporary colored lanterns she's able to make with Light. So far he's not been interested in Light, but would likely swap for Sleep or Summon Monster I.
Clock
After studying the Scroll of Summoning, Elfarran will learn the spell Summon Monster I on August 28th, and will be able to sell scrolls of that type.
The Scroll of Summoning generates a level 1 Dungeon Encounter. Summon Monster I conjures a single monster from the same table (for example, the Scroll of Summoning would conjure 1d8 Bandits, while the spell would summon only one). Otherwise as Conjure Elemental.
